Retention and Participation (RAP) Plan Funding Guidelines

The Retention and Participation Plan (RAP) specifically targets those students at educational risk through issues of alienation.

An allocation of funds is made to each district education office by the Department of Education and Training to develop an integrated Retention and Participation Plan that includes:

  • provision for students experiencing alienation from school
  • behaviour management programs
  • strategies addressing attendance issues

Funding is to be targeted for:

  • those students attending school but experiencing feelings and/or displaying behaviours that indicate underlying disaffection with school
  • those students not participating or participating infrequently in formal education programs but to whom the education system has a legislative responsibility

The RAP funding guidelines provide district education offices with information on the requirements of financial accountability along with pro-formas and examples of information that need to be forwarded to central office to demonstrate outcomes achieved with RAP funds.
